CPAs don't make the decisions of who gets paid what. They're essentially scribes who record income and outgo, and make sure those entries are accurate. Sure, they can advise on what happens to money when used for assorted purposes, but all they do is advise. They still are not the ones who decide what gets paid to whom.

That's the job of--oh yeah--the guy who owns or leads the company. And that would be TSF in this case.
