However, he would need one to get out of Australia and travel again.

If your passport has been revoked you can be returned to your home country. Remember he's doing a plea bargain and is being flown to the Mariana's on behalf of the US of govt. He likely will be transported to Australia on behalf of the US govt or Australian govt. He won't be released on a commercial flight to Australia. Passports aren't needed needed when someone is transported on behalf of two governments etc.
