Humphrey announced when LBJ withdrew but worked for delegates in non-primary states where party bosses controlled the process. Those were the majority in 1968. Humphrey also used Senators and Governors to run as "favorite-sons" in some of the primaries to get delegates that he eventually would pick up. Some people may not realize that Humphrey had twice as many delegates as RFK did at the time RFK was murdered.
