18. Why should Isreal be required to sign a treaty?

There are a lot of treaties that various countries don't sign. Israel decided that the costs of the NPT outweigh the benefits so they didn't sign it.

Iran, Iraq, etc., decided they wanted the money and transfer of technology that they would receive by signing the treaty. But now they want the benefits of being a signatory without the costs that go along with it.
