stockpiles nuclear material. We are the world's dumping ground for nuclear waste. So, they are just testing to see how much of the crap we can shove under the ground. Because if you read what they say, it makes no sense.

They are conducting nuclear underground tests to "ensure that we can support a safe, secure and effective stockpile without having to conduct underground testing."
