13. Which Is It?

This article states "some FEMA money has been spent to house migrants but the funds are part of a program that is entirely separate and unrelated to the FEMA disaster fund, which the agency says is fully funded to deal with the current crisis.

About 3-4 days ago I read a news article saying that President Biden was considering calling Congress back to Washington for supplemental funding for FEMA because they would run out of money sometime in January without the supplemental.

I really don't see how FEMA can be "fully funded", considering the scope of the damage left in its wake. Did I miss a revised estimate or does this story have it wrong?
