18. My employer did not send my tax deduction every week directly to the state so they could submit it to the IRS

I have friends that own small businesses and that's not where the tax payments they deduct from their employees go. They send it directly to the IRS and not to state government.

Not understanding how a state like California could intercept it all and keep it
