If there is “no basis at all” then why do you need the 11th circuit to weigh in?

Also, in my view the 11th circuit was pretty slow to weigh in on the appeal of Cannon’s dismissal of the case (they never did, right?). Is it really possible that Garland is trying to use the excuse of an 11th circuit delay to prevent the release of the documents case findings? Really? Convince me.
