PS That never would have been a feature of Oceania. In Oceania, Big Brother and the Party were far more important to raising you than were your parents. Their failure would not have impacted you at all. Here in the US of 2012, with our nuclear families, if your parents screw up at raising you, there is a pretty good chance you won't have enough interaction with other adults to be properly socialized. You may be doomed.
