5. The Senate version actually has deeper cuts to Medicaid than the House version

so the GOP House members in swing districts are now balking (and there are a bunch).

They can't lose more than 3 there (and there are more than that in swing districts), where a "4th loss" ends up with a tie (assuming all (D)s vote against it) and that means a "bill fail". It's possible that there are "Present" votes or "non-voters" that might impact the final outcome however.
