because the war of attrition has been waged against more highly paid senior officials---exactly the guys who would have made that decision.
Government on the cheap. Tjhey get tax cuts. We die.

Yeah... these "Once In 100 years", floods are happening in like, once every 3 years or less...

There ARE "Early Warning Systems" - the NWS has the "Flash Flood Emergency"

Maybe they need something like the "Arkansas Department of Emergency Management" here in Arkansas.

They should have had a 24 hour emergency dispatch and at least one deputy on duty.
