21. To be fair, this is really not news. Most cabinet level secretaries don't stay for second terms.

I work at HUD and have worked here for many years. There were two difference agency heads for each of Reagan's terms, for Bush's term, two for Clinton's term, and THREE for Bush II's term. I wouldn't be at all surprised if my current agency head, Shaun Donovan, isn't here either after Obama's first term, whether he's reelected or not.

Still, this is welcome news for many but not earth shattering in terms of what typically happens in the Executive Branch.
