It can rule without consent. For American citizens, it's forcing the We The People principle forward demanding a return to the rule of law and institutional, prosecutorial integrity.

We The People still have power despite the gross overreach of Agent Orange and his band of goons. Standing up and refusing to submit is at the core of that power. The Grand Jury refusal and nullification is an example of just that.

This our birthright. This is our duty, something the MAGA-World has forgotten and/or willingly surrendered to The Mad King and his courtiers.
