trump's counsel sent a letter to the court claiming that the United States would become bankrupt and the world would end if trump's tariffs were not affirmed. When trump filed an appeal, the US government promised to refund all tariffs https://www.democraticunderground.com/100220354298 Now trump is claiming that the US government would be bankrupted if these tariffs are refunded.
