Those arrested included employees from LG Energy Solution, Hyundai Engineering, which is in charge of the factory construction, and their subcontractors

And yes, "Hyundai Engineering" is the infrastructure arm of "Hyundai Motor Group", while "Hyundai Motor Company" makes the cars.

So this just means the people building the new plant were arrested, not people working in the already-running part.
