particularly for criminal cases, because they have access to certain expertise, databases, and forensics capability (e.g., the stuff that goes on in Quantico) that the states might not have.

I expect that local LEO might have given a "heads up" to their local FBI office (particularly since Kirk was a "high profile" individual).

However the problem was probably not with that local office, but with the Bondi Boondagle Brigade, who saw fit to "reach in" from their "1000 ft view" to "take control", seizing on the opportunity for a media bonanza and apparently, the bungling bit players in their troupe were "not adequately prepared".
