Those who would be moving into vacant existing housing would not be building new homes. Construction, materials, home furnishings, appliances, and all the trades involved in new construction would suffer. People that are in subsidized and low-income housing are slow to enter the new housing market, those qualified for home ownership may choose to fill the lower cost available housing rather than build.
The whole thing about driving people into desperation and poverty is a throwback to a pre-vietnam era attitude that 'a good war' will fix the economy and bring back manufacturing. It could be said that this is being done to feed the war machine and stimulate the economy. Republicans value riches more than life.
