She just delayed the full punishment until after she was gone. The kids (including King Charles) are carrying out their mother's final wish for Andrew. The only thing that wasn't made clear was kicking him out of the Royal Residence.

He's still a multi-millionaire, and he can live on his investments quite comfortably. He just can't be a "royal" anymore. Nobody is coming to his rescue either ... those bridges were burned long ago.
