And the city has an eminent domain right to take property and put it to use.* If some bank or 1%er is sitting on property waiting for the bubble to reinflate so they can unload it, I think it's about time that the people of the city exercised their eminent domain rights.

*[font size = 1]providing they fairly compensate the owner.
