Japan did seem an odd inclusion - while their governments are generally right wing, they don't have the authoritarianism of the others. Perhaps it's a way of justifying Russia in the "C5" - populations over 100 million, and reasonable size economies (obviously Trumpism would find no place for somewhere like Nigeria, or Brazil with its frequent left wing governments).
Or maybe the criteria is "no significant immigration"? That fits with the Strategy's obsession with Great Replacement Theory, thinking that the main EU countries are going to be "alien" thanks to immigration. Of course, the USA was formed by immigration, but Trumpism is all about "no more immigration apart from whites, and anyone already here and non-white must shut up and let the whites run things".
