What's wrong with this statement?

“Republicans in the Indiana State Senate, who voted against a Majority in the U.S. House of Representatives, should be ashamed of themselves,"

Indiana State Senate does not and cannot vote in anyway for or against the U.S. House of Representatives.
This statement could be ignored if it were any other 80 year old as a simple mistake. The problem is he's the President. If somebody tried to correct him, you know he would argue that he knows more than everybody.
I wonder how many people are actually in control of his decision making, right now.
