They had a criminal conviction, which means they went through the system. It is not specified if they failed to serve their time, but I doubt that they did because if convicted and sentenced, they are taken directly to prison.

So are you saying that people who had a criminal conviction should be detained? What if they served their time? Isn't that double jeopardy?
