Recently, the IN state Senate helped to kill the state's "45-mandated/government over-reach" redistricting bill and this guy is one of the GOP state Senators (and probably wanted to do the redistricting).
So could be his temper tantrum that the effort failed.
AND.... Just found this (and also am confirming the "GOP in Disarray", infighting, "punishment", and "rewards" going on in IN related to the failed redistricting vote, plus Garten is the IN state Senate Majority Leader
