Guilt being enormously difficult to prove in a rape case, often the guilty go free and not because of incompetence or bias (though there is that). Often it's just because the rapist is innocent until proven guilty (at least in the courts, not in the president's courts) and guilt could not be proved beyond a shadow of a doubt.

It's a price we pay for that principle. And unfortunately, there's no good way to correct it without throwing the assumption of innocence down the drain.
