13. Attitudes toward what we call fraud is culturally driven

I’m not familiar with Africa, but I hav spent significant time in Southeast Asia and Eastern Europe. I be am aware of many business and governmental practices that were allowed or not prosecuted because it was considered the norm. The US government was always pushing back and trying to get them to adopt our standards.
