ICE agent in Minneapolis killing identified as 10-year law enforcement veteran

40. Observations

1. ICE agent drew his gun well before the vehicle moved. No other iCE agent drew their weapons - including the guy who stuck his arm in the open car window. He seemed all too ready/eager to engage. After shooting, other ICE agents did not support agent at all, almost moved away from him.

2. ICE must establish each of the 3 shots were justified by self defense. ICE agent’s first shot was in low right front window, angle makes challenging to claim he was in front of car. Second and third shots were through open window. Definitely not in danger of being hit by car at this point.


3. After shooting, ICE agents did not race to check on victim - to see if she was still capable of inflicting harm on them or to render aid. Slow walking, slow moving of vehicles. No sense of urgency.

4. Prior injuries to ICE agent could be used to show his state of mind. Both to show maybe not fit to return to service (was he retrained, etc), and to show he acted as he did b/c of prior incidents (so it was reasonable for him to act as he did or not). Seems odd a guy who had been dragged by a car would step around a car as he did - you think he’d be less likely to do that.
