According to Dominion, Trump’s EO was costing the company $5M/day. Being that VA has a regulated market, VA rate payers are on the hook to pay whatever expense the utility gets.

Project was scheduled to start adding juice to the grid this year. Hopefully, the courts keep Trump's interference to a minimum at this crucial time.
