"federal immigration laws require deportation challenges to be made by filing a petition for review of a final order of removal with a federal appeals court "

On edit:

The final order of removal originates in an administrative court. Filing with the appeals court--since it is an appeal of a lower court's ruling--is the opportunity available for making sure that the normal judiciary has a look at the case and renders a verdict.
