"The Articles of Confederation, America’s first national constitution, apparently borrowing from the Dutch, included a provision in Article VI stating: “[N]or shall any person holding any office of profit or trust under the United States, or any of them, accept any present, emolument, office or title of any kind whatever from any King, Prince or foreign State.”
