Trump doesn’t know that. He’s dazzled by the title and prestige of the head of NATO.

There probably is an agreement among the concerned parties to let the Secretary General talk to Donny. He probably offered the exact same agreement that was already in place. Donny jumped for the exit ramp.

One of the reasons for their being no written agreement is to keep his advisors (among others) from reading it and pointing this out to him.
