If any funding bills pass of any kind, the money will still be used to pay for the death squads. Trump has already illegally "moved money around" to fund things that congress didn't approve. The entire budget is now trump's slush fund.

The only solution here is to shut it all down. Turn off the spigot. Shut the government down. Completely. None of it is working the way it's supposed to now anyway.
