They most likely started by contacting the offending agencies through formal written inquiries requesting info and those inquiries were ignored. So now they have gone the next step to force some kind of communication and eventual relocation/removal.

At this point, the border is too huge to have enough federal LEO to patrol it everywhere they throw up an illegal "fence" or "wall".
