11. Basically, all the other spending bills in the House passed package

It was always broken up into 6 separate bills that were combined into the House spending bill. The Senate will pass parts of it (all five of the House passed but without DHS) and split DHS into this stopgap.

Yes, it will have to go back to the House since the Senate will only partially pass the House bill, so they'll need to be matched.
