Is literal "Bread and circuses" distractions... on steroids. It is a tactic (and term) mentioned nearly 2000 years ago during the height of the Roman Empire (and as you know, there was even a TOS episode about that and the pernicious use of "fakery" to fool the masses to keep them in submission, with draconian punishments).



(including the scenes where production staff were controlling the applause and other crowd sound effects via a sound device)
