I guarantee he's getting kickbacks from the contractors. He has to be dirty as hell to have survived working for tRump for 20 years.

OH, and as far as calling this work a "repair" - that's BS because it implies that there was something wrong with the reflecting pool. The only thing wrong was tRump's ego.
