8. I don't get it - this has to be ruled separately in each district?

Our mailed ballots in Pennsylvania are regularly printed in a way that allows a care-giver to sign for the handicapped person, if they are unable to sign for themselves. This is the standard practice in most states, if I'm not mistaken.

I don't understand why the 8th district has to rule differently, and why it applies to only a few states in the country. SCOTUS should have shot this down immediately.
