The Judge ordered the payment. The payment can move forward and then Lardass can try and claw it back. There is no new information in the appeal, so it should be rejected out of hand. It could even be a two word ruling: Appeal denied. But we'll see. Maybe Lardass will try to have ICE deport Carroll.
