15. It looks more like the civil division was trying to minimize any pay out

to the victim's family by creating doubt that Ft. Detrick was involved.

"Byrne said Ivins didn’t have the technical skill to make the extremely fine powder and both said the Fort Detrick lab’s equipment could not have dried the anthrax so it could be turned into powder without contaminating parts of the facility."

Because no one will sue them and win for merely fingering the wrong person but the victim is still dead and that case will cost money.
