It's not common; they bar paramedics too in cases like that. I remember reading that medics were held back for hours after the shooters killed themselves during the Columbine massacre because the cops didn't know they had turned their guns on themselves. Injured kids and teachers languished in the school as a result. It's a tough decision either way I'm sure.
