All other things aside, I would say that any efforts to increase their self defense capabilities are a prudent move at this point.

The examples of Iraq and Libya, among others, demonstrate that any attempts to disarm and act meekly before the circling sharks will only result in them being completely devoured. All pretenses about "inspections" and "disarming", with the corresponding economic terrorism in the guise of sanctions, are only aimed at softening them up before the next war.
