14. Why isn't there a law against that?

Grassley is a legislator and he's offering a clearly racist justification for his vote re. a legislation.
I'm not saying put him in jail. I'm saying his kind of reasoning should be grounds for impeachment, for his forcible removal from office.

If that kind of statement doesn't qualify, what does?
