What ever happened to "you do the crime, you do the time"? Once this came to the Diplo's attention, he should have done his due diligence to see that it was stopped. Instead he told the his Afghan contact to stay quiet about it, and didn't do anything on his end. That is called a cover-up. He enabled the rape and torment of children.

Private Manning and Ambassador Mussomeli both work for the United States. But only one of them was doing their job.



And no we can't be sure Manning did not see this. Not that it really matters. More deflection.
