(164,174 posts)who was found guilty in a Congressional investigation of conducting illegal propaganda programs from his Office of Public Diplomacy was forced out at the time, and was rejected repeatedly by the U.S. Senate when Bush tried to appoint him to the State Department. He finally had to slip him under the door to the office during a Senate Recess, getting him lodged in there the slick way, after all.
The other guy with Reich in Venezuela who got expelled with him was Roger Noriega, who bullied and intimidated every one he could for George W. Bush from the State Department, too, stooping as low as to threaten Bermuda into terminating its agreement to sell its used buses to Cuba so Cuba could upgrade its own stock. He left no stone unturned in showing Bush's smallness, pettiness, sadistic disposition, and unfitness for the Presidency of the U.S.
Both men have given their lives in the pursuit of crushing any and all Latin American attempts to move toward reclaiming their own countries, their own natural rights of independence and well-being.

According to Haiti expert Robert Maguire of Trinity College, the permanent US representative to the Organization of American States Roger Noriega and US Special Envoy to Latin America Otto Reich lead a relatively small group of people who develop strategies toward Haiti.
