"The Democratic congresswoman introduced a bill last week which would require weapons owners to hold liability insurance, similar to what car owners are required to purchase."

If its similar to the liability insurance car owners are required to buy, its only required for those who carry in public, right?

One is not required to have liability insurance for simple car ownership.
