The ACA may allow prohibition of abortion coverage on insurance exchanges, but does it allow the state government to ban privately-purchased insurance as this article suggests?

I thought the GOP was all about allowing the free market to be, well, free. No onerous (or any) regulations. Except where it is in complete and utter control of the regulations, I suppose.
