My understanding is that SCOTUS had the biggest heartburn with the law because it was using data from the 1960's to determine what states to target, is that right?

Has anyone gathered the same statistics from 2012 and checked to see what would happen if they were used, under the same formula or whatever? Would the same states be targeted?
