Hawai'i has lots of Housing to help low income.. and HUD for those who are lower income working and retired people.
They also have mostly a good climate so a lot of people come here to hang out on the beach. That's fine.. but, since Hawai'i is offering those who WANT to go back and don't have the fare.. then I think it's called ALOHA.

There's no jobs to speak of. A large chunk of my high school graduating class left.

In my experience, most of the homeless are not in that position due to losing a job.

They got the idea from Mainland welfare agencies, who tried to send people to the Islands
