Although, shipping containers would make great homeless shelters as they can be modified and set-up to house people quickly and cheaply. For example, look at how they're being re-purposed these days into prefab housing and hotels.
How many shipping containers can you buy for $100k? Probably less than that total cost, as you'd still need to modify and furnish them.

In my experience, most of the homeless are not in that position due to losing a job.

They got the idea from Mainland welfare agencies, who tried to send people to the Islands
