They have cluste mailboxes for a while I visited a nebihorhood built in the late 60/70s and there was a community mail center sort of like what you have in an apartment complex.
You are right about them having to fund out the pension to such a crazy level. No other governmental agency or group has this legal binding requirement.
But I'm not aginst the service modernizing. They have te best door to door delivery network in the whole world. I could see amazon and other e-retailers partnering to do next day delivery from regional distribution centers. Things like this would be great but not sure congress would let USPS really compete with ups/fedex
