The two northernmost counties in Idaho are Bonner and Boundary. Bonner County is THICK with sovereigns. The terrain is complex and the sheriff's office is very small.

There aren't very many sovereigns in Boundary County; this I attribute to Boundary's location abutting the Canadian border. Federal agents have very low tolerance for antigovernment whackjobs, and Customs and Border Protection has a fairly good presence up there. The Bonner County cops generally stay the hell away from sovereigns unless they commit a violent crime against a non-sovereign, so the sovereigns make their coin by cooking meth, trading in illegal firearms, and other illicit activities. The prosecutor's office and sheriff's office are not equipped to deal with too many sovereign legal filings.
